Joint Powers Agreement

Sonoma County Library Joint Powers Agreement

Joint Powers Agreement effective August 1, 2014

Joint Powers Agreement through July, 2014 (Jan. 27, 1975)

The Sonoma County Library operates under a Joint Powers Agreement (JPA)—a legal framework that unified city and county libraries into a single system, established governance and funding structures, and defined the roles and responsibilities of participating jurisdictions. The agreement is between the County of Sonoma and the nine cities, with governance delegated to the Sonoma County Library Commission.

Per the 2014 Joint Powers Agreement, a review of the JPA is required every ten years. To facilitate this process, an ad-hoc committee of the Library Commission has been formed to review the JPA, and we are inviting community input through an online survey.

The online survey asks you to provide feedback on each article of the JPA. You are not required to comment on every article - please share your thoughts where you feel appropriate. The survey is available here.

Please submit your comments by Friday, April 11, at 5:00 pm.
